A virtual office for GST registration in Bangalore lets founders, freelancers and online sellers register without paying monthly rent for a full office. The common fear is simple: the application gets a query, the officer asks for papers you do not have, and the registration stalls for weeks. This guide explains, from the official rules, which documents are needed for the address, when an officer may visit, and what to check before you pay any provider.
Can you register for GST with a virtual office?
Yes, as long as the documents for the premises are valid and the address is a real place where your business can be found. The GST rules ask for proof of the premises, not for a particular kind of office. For a rented or shared address, that means a valid rent, lease or similar agreement plus one document proving who owns the premises, such as the latest property tax receipt, municipal khata copy or electricity bill. If the agreement is not registered, a copy of the owner's identity proof is added. These rules come from the document list for FORM GST REG-01 and are explained in CBIC Instruction No. 03/2025-GST dated 17 April 2025.
Documents needed for a virtual office address
In April 2025 the Central Board of Indirect Taxes and Customs (CBIC) issued Instruction No. 03/2025-GST because applicants were being asked for documents that the registration form does not require. It replaced the earlier Instruction 03/2023-GST. Here is what it says for each kind of premises.
Rented or leased premises
- A valid rent or lease agreement for the premises.
- Any one document showing the owner's ownership: the latest property tax receipt, municipal khata copy, electricity bill, water bill or a similar document under state or local law.
- If the agreement is not registered, a copy of the owner's identity proof. If it is registered, the owner's identity proof should not be asked for.
Shared premises without an agreement
- A consent letter on plain paper from the owner.
- The owner's identity proof.
- One ownership document from the list above.
What officers should not ask for
- Extra papers such as the owner's PAN, Aadhaar or a photo of the owner at the property, when one ownership document is already uploaded.
- Any document outside the listed ones, unless a Deputy or Assistant Commissioner approves it.
- Presumptive queries, for example that your home address is in another city or that your kind of business cannot be run from those premises.
| Your situation | Documents for the address |
|---|---|
| Rented, agreement registered | Agreement + 1 ownership document |
| Rented, agreement not registered | Agreement + 1 ownership document + owner's ID proof |
| Shared, no agreement | Owner's consent letter + owner's ID proof + 1 ownership document |
The instruction is addressed to central tax officers and was also sent to the GST Council Secretariat for circulation to the states. Whichever officer handles your file, the document list in FORM GST REG-01 on the GST portal is the same.
When a GST officer may visit the address
Under the instruction, an application that is complete and not flagged as risky should be approved within 7 working days. A physical visit to the place of business happens, with registration within 30 days, in three cases:
- You did not complete Aadhaar authentication or did not opt for it.
- You completed Aadhaar authentication but the portal flagged the application as risky.
- The officer decides a visit is needed, with approval from an officer not below Assistant Commissioner.
During the visit the officer reports whether the declared place of business exists, records the efforts made to find it if it does not, and uploads geo tagged photographs in FORM GST REG-30. In plain terms: the address must be a real, findable office. A mailbox address that nobody at the building recognises is exactly what this check is designed to catch.

If you get a query in FORM GST REG-03
The officer can issue a notice in FORM GST REG-03 if a document is incomplete or unreadable, if the address does not match the document, or if the address is vague. You then have 7 working days to reply in FORM GST REG-04. If there is no reply in time, the application can be rejected. Keep clear scans of every document ready before you apply so a query does not catch you without them.
3 questions to ask a virtual office provider before you pay
- Which documents will I receive, exactly? You need the agreement and one ownership document for the premises, and the owner's identity proof if the agreement is not registered. Ask for samples before paying.
- Is there a staffed office at this address that a GST officer can find? Ask what happens if an officer visits for physical verification, and whether your business name and GSTIN can be displayed at the entrance, since Rule 18 of the CGST Rules requires the GSTIN on the name board at your place of business.
- Will you help if I get a REG-03 query? Ask how quickly they can provide a corrected or clearer document, because you only have 7 working days to reply.
